The United States Government has huge fleets of vehicles that it uses in the performance of its functions, and the vehicles are replaced regularly to avoid wearing them out, and having breakdowns that could affect the function of the government. When a vehicle leaves the governments possession, it is sent to an auction, that is run by the government, and open to the public. Government vehicles are serviced regularly, so you rarely have any problems with them, and most do not have a lot of miles on them, and are not very old.
